Id agree with @Pofarmer your local authority is going to determine if the single bathroom is allowable based on occupancy of the space. TTBs concern is protecting the revenue aka you paying your excise taxes.

if possible Adding a valve at the outlet of the vessel should resolve the clogging issue. 

If the valve would be difficult to access you can always add a handle extension to the valve or a motorized valve.

From an accounting perspective the barrel of whiskey is only worth the amount you spent to produce it. The only instance where you would reflect the increase in value of an aged barrel is if that barrel was sold as is.

With that said I get that a 5 year old barrel is worth way more than a barrel of new make, but the accounting can get tricky. If you need some help on aged stock valuation drop me a line.
