We've reached out to the Michigan Craft Distillers Association to help get some answers/more clarification. Hoping that the FDA will not enforce these fees for hand sanitizer manufacturing that was/is specifically for covid reasons.

We saw this come across from the FDA emailing as well. As far as we can tell, its retroactive, so if anyone manufactured an OTC throughout last year, they will be required to pay the 2021 FY fee.
