Technically no, but even for an Indian nation to open a casino there is a local & federal process they go through. Even though a lot of it seems to be a courtesy on the part of the particular tribe. This only applies to reservation areas in the lower 48. In Alaska Native lands all came via the State, not the feds, so ttb would still apply there. You might start by talking with the ttb, or a lawyer specializing in Native American Tribal issues.
