After threatening to attack civilian ships heading for Ukrainian ports along the Black Sea, the Russians launched a series of missile strikes on the port infrastructure of southern Ukrainian cities.

For 9 days, as a result of attacks by Russian invaders, 26 port facilities, 5 ships were damaged and partially destroyed, Deputy Prime Minister Oleksandr Kubrakov said at a meeting of the Ukraine-NATO Council.

"We jointly condemned Russia's withdrawal from the 'grain initiative' and targeted attacks with missiles and drones on the port infrastructure of southern Ukraine. Over the past 9 days alone, as a result of Russian attacks, 26 port infrastructure facilities and 5 civilian ships have been damaged and partially destroyed. The Russians also restrict navigation in the area temporarily occupied Crimea and near the territorial waters of Bulgaria. With this, the Russian Federation actually blocks the movement of ships in the direction of the seaports of Ukraine," Kubrakov said.

The minister called on the countries to act quickly and decisively, to prevent the blockade of the Black Sea by Russian troops.

"This can lead not only to losses for the Ukrainian economy, but also to a serious food crisis in the world, in particular in such humanitarianly sensitive regions as Africa and Asia," he stressed.

According to Kubrakov, possible ways of counteracting the enemy's cynical attacks and obstructing free merchant shipping are already being discussed.

"I am grateful to the allies from the Alliance for the decision to strengthen their intelligence activities in the Black Sea. We hope that this will help stabilize the security situation and create conditions for the restoration of the normal operation of Ukrainian ports," the minister commented.

Meeting of the Ukraine-NATO Council on Russia's withdrawal from the "grain agreement"

On July 26, a meeting of the Ukraine-NATO Council was held on Russia's withdrawal from the "grain agreement" and its attacks on the southern regions of Ukraine, initiated by President of Ukraine Volodymyr Zelensky on July 22 during a conversation with NATO Secretary General Jens Stoltenberg.

In a joint statement, Alliance members condemned Russia's actions and stressed that Russia's new threat zone in the Black Sea within Bulgaria's exclusive economic zone "has created new escalation risks as well as serious obstacles to freedom of navigation."

Secretary General Jens Stoltenberg said that Russia's actions pose significant risks to the stability of the Black Sea region, in connection with which the Alliance will increase surveillance and intelligence in the Black Sea region, including with the help of maritime patrol aircraft and drones. He stressed that NATO is ready to continue to defend its territories from aggression.

The initiative to hold the meeting was due to the fact that on July 18 Russia announced its withdrawal from the "grain agreement" on the export of food from Ukrainian ports, after which it began to strike at the port infrastructure in southern Ukraine, food storage facilities. Rocket attacks and drone strikes were carried out, including in the center of Odessa, as a result of which historical buildings protected by UNESCO were destroyed.

In addition, Russia has hit drones on the Danube ports, near the border with Romania. The Russians also threatened to attack civilian ships bound for Ukrainian ports along the Black Sea. The Ministry of Defense of the Russian Federation stated that they would react to these bulk carriers and tankers as carrying military cargo.

On the night of July 27, 2023, the Russian Federation attacked from the southeastern direction with attack UAVs and cruise missiles.
  In total, two launches of the KR "Kalibr" from a submarine, from the waters of the Black Sea, and eight Iranian kamikaze drones of the "Shahed" type from the direction of Primorsko-Akhtarsk were recorded.

Kim Jong-un showed Shoigu ballistic missiles banned by the UN.

African countries are asking participants in the former "grain deal" to export grain across the Black Sea to facilitate the delivery of both Russian and Ukrainian grain to the continent. "We will provide free delivery of these goods," he promised.

Inside EU, no clear financial options to reduce Ukraine grain transport cost

BRUSSELS/KYIV, July 27 (Reuters) - The European Commission has no immediate money in the budget and no clear way to help finance the extra transport costs Ukrainian grain exports will face with the end of the Black Sea deal, sources told Reuters, leaving an opportunity for Moscow to cash in.

Russia backed out of a U.N.-led Black Sea grain deal this month that allowed for the safe passage of Ukrainian cargo ships laden with cereals, oilseeds and wheat to reach global markets.

Also, part of the EU countries opposes the export of Ukrainian agricultural products.

The European Commission does not have funds for the transit of Ukrainian grain overland against the background of Russia's withdrawal from the "grain agreement".

It is reported that the Ukrainian Ministry of Agriculture has appealed to the Vice President of the European Commission, Valdis Dombrovskis, with a request to provide financial assistance to cover the transport costs associated with the use of the previously proposed "solidarity corridors".

According to the Ukrainian side, they amount to 30-40 dollars per ton of products. The ministry also asked to expand "solidarity corridors" by 1-1.5 million tons per month at the expense of "green corridors" to the Baltic countries, Germany, the Netherlands and the Adriatic Sea.

Sources in the European Commission reported that currently the EU has neither a plan to support Ukrainian grain nor the corresponding financing. The interlocutor of the agency said that the money for these needs can come only after the EU budget is revised, but this procedure can last several months, despite the fact that the corn harvest is expected soon.

Sources of the publication also report that part of the EU countries are against this, as they do not see the sense in additional transport expenses due to the introduced temporary ban on these imports.

The russian occupation forces continue to send newly mobilized soldiers with no prior combat training into combat. For example, about 110x mobilized servicemen from the russian federation arrived at the training camp of one of the units of the russian occupation forces in the settlement of Rohove (Luhansk oblast). Musk refused the APU to turn on Starlink near Crimea and limited the operation of terminals - NYT

Musk's actions influenced the strategy for the liberation of Ukrainian territories.

In 2022, the owner of SpaceX, Elon Musk, denied the Ukrainian military access to the Starlink Internet in the region of the temporarily occupied Crimea. In addition, he restricted access to Starlink several times during the fighting.

The New York Times writes about this, citing its sources. “Starlink is often the only way to get internet access in war zones, remote areas and places hit by natural disasters. It is used in Ukraine to coordinate drone strikes and gather intelligence (...) But Musk’s near-total control over satellite internet causes concerns," the article says.

The publication notes that in Ukraine, some fears were justified. According to NYT sources, Musk restricted access to Starlink several times during the war. At some point, he turned down a request from the Ukrainian military to turn on Starlink near occupied Crimea, which affected the strategy for liberating Ukrainian territories.

In addition, Musk said that his technology cannot be used for long-range strikes using drones. But in June, US Secretary of Defense Lloyd Austin approved a deal to buy 400-500 new Starlink terminals and services. According to two people familiar with the terms of the agreement, the Pentagon is given control over the installation of terminals so that new devices can perform "key capabilities and specific missions."

"Ukraine will apparently have its own terminals to carry out confidential operations. They will not be afraid of stopping work," the newspaper's publication notes.

Some believe that Musk may be acting against US interests. But Ukraine's Digital Transformation Minister Mykhailo Fedorov says the allegations are unfair. After the bombings, the billionaire accelerated the delivery of 10,000 terminals, the newspaper writes.

"SpaceX and Elon Musk showed with their actions which side they are on," Fedorov said.

Currently, more than 42,000 Starlink terminals are used by the military, hospitals, businesses and humanitarian organizations in Ukraine.

Attack on Kryvyi Rih: the death toll reached five, a house collapsed

The attack of sea drones on the bay of Novorossiysk for the first time since the beginning of the war put oil exports from Russia under a serious military threat. This is reported by the Financial Times.

The publication notes that the attack on the port of Novorossiysk, which resulted in significant damage to the large landing ship "Olenegorsky Gornyak", occurred after a series of Russian missile attacks on the Ukrainian grain export infrastructure.

The head of the Security Service of Ukraine, Vasily Malyuk, notes that surface drone attacks on Russian ships are legal because they are carried out in the territorial waters of Ukraine, which are temporarily occupied by Russia.

This is stated in the message of the SBU in the social network Facebook.

"Any" bavovna "that happens to the ships of the Russian Federation or the Crimean bridge is an absolutely logical and effective step towards the enemy. Moreover, such special operations are carried out in the territorial waters of Ukraine and are completely legal," Malyuk stressed.

“Therefore, if the Russians want the “bavovna” to stop, they should take advantage of the only opportunity for this - to leave the territorial waters of Ukraine and our land. And the sooner they do this, the better for them,” the head of the SBU stressed.

He also expressed confidence that Ukraine will absolutely defeat Russia as an enemy in this war.

Sivershchyna and Slobozhanshchyna axes: the enemy launched air strikes in the vicinities of Volfyne and Kostyantynivka (Sumy oblast).
