This is done by setting a base layer, usually on two strong beams parrallel to the heads of the barrels and using 4 chalks per barrel-triangular wood wedges. I have seen barrels stacked 4 high with compression straps to secure the ends. or just buy barrel racks from a wine supplier and move them with a forklift.
