I think you can learn most of what you need on your own but it's usually worth it to at least pay for 1 hour of consulting time from the right person. I say research first, ask for help afterwards.

Probably not a scammer. It is appropriate to do 30 seconds of diligence before you derail a thread in the B2B world in my opinion.
