1 liter bottles

I have been looking in the reg's (both California state and federal) and seem to be having a hard time figuring out if I can sell spirits in 1 liter bottles to on-sale and off-sale licensee's. I am sure I read it a year ago but can't find it now. Anybody know where it is and could point me in the right direction? I would appreciate it. I have been under the impression I can't sell 1 liter bottles to off-sale establishments, only on-sale. Am I wrong?

for sizes permitted by the TTB. I'm not sure if your state changes sizes but I think you can sell 1 liter bottles to on and off premise locations.
