How does one find the ABV of a finished sugar wash, when both the brix and hydrometer both read 0

Any recommendations

In case I missed something, is a certified hydrometer required for proof when bottling, Thanks

I'm having problems with my sugar wash, I'm doing 100 gals, 200lbs sugar, 380gms DAP, 200gms DistilaMax SR, I dissolve sugar than put all the ingredients at the recommend temps and order, I get a brix around 24, after done fermenting in 5-6 days I get around 15abv, I'm using a columan still with one bubbler plate, when distillet comes out it starts at 140abv, drops quickly to 60, than 40, than 20, it stays there for about 45 mins than fads out. Why am I not getting a higher ABV out of the parrot. Any thoughts?  

Looking for a mentor in producing 100 gal sugar wash for vodka and gin, need a person that will talk to me and not down to me. Looking for help with my sugar wash, doing 100 gals-250 lbs sugar-200 gms distilax SR-380 gms DAP. only getting 13-15 ABV, when I distill get 140 proof at first, than drop to 40 proof than down to 20 proof, only getting 2-3 gals before it hits 20 proof, any thoughts, maybe a different yeast, thanks guys
