Then FedEx is simply passing on a discount through WineAmerica, etc. You should probably be checking with ShipCompliant if their rates are same discounted one as the wine association offer. They say they work with the spirits industry. shipcompliant is software to ensure regulatory and tax compliance, one still needs one's own shipping contractor/contract; I just called them and that's what they told me.
