Bond Requirements - Direct access

Hey,

My question is regarding the physical location of a bonded premises. I'll hopefully be getting ahold of local gov't to ask them in the next week or two, but does a bonded area have to have direct access to the outdoors? The space I'm looking at is an old concrete warehouse with massive fire suppression, 1.5' thick concrete floors, but it's a massive building and I would be looking at occupying a small footprint of the 3rd floor.

So provided I have floor to ceiling separation, do I need direct access to the outside, or will stairs be suitable? I haven't visited any downtown distilleries yet, so it's a little fresh for me.
