I'm wondering if anyone has any insight on sources for medium to high char new american oak barrels (53 gallons) at a reasonable price and within a reasonable time frame.

You have to get on a list and wait. Unless your willing to pay unreasonable prices. Even then you'll wait. The supply ans demand are still far apart, but the supply is gaining.
