Foreshot
For the TTB what do they require from you? I assume testing for quinine. If so do you have them do it or do you? I'm finding lots of amaro/bitters recipes that call for it.

ShelteredKarl
When dealing with herbs/spices that have restrictions (wormwood, licorice root, cinchona, etc) you can do some research and get an idea of the extraction rates . Then submit your formula based off that. They may ask you to send a sample, they may not. I had to send one for thujone levels of the wormwood even though it wasn't remotely close to the limit, for the same product they merely had me tell them the ppm of the unpronounceable compound in licorice root. In that scenario I best guessed based on research done on extraction rates, it was such small amount that I would have needed 1000's of times the amount of licorice root to hit the level. If you just submit a best guess formula they will certainly tell you what they need to do. You can always call them too, they are extremely friendly and helpful.

Just did this with sweet birch which contains the compound used to denature mouthwash. From GRAS and you can usually get a list of acceptable levels and search some scholarly articles for concentration of the chemical of concern in various plant parts. I formulated based of those results and they did not require me to submit a sample.

Ktk2727
So you have sent samples to the TTB? How do they display the levels and substances they are looking for?
