  3. In the early months of Russia's full-scale invasion of Ukraine, ties between Moscow and the Hamas movement intensified. In May 2022, a representative delegation from the Gaza Strip visited Russia, where they met with Foreign Minister Sergei Lavrov and the head of Chechnya, Ramzan Kadyrov. The leaders of Hamas, which is recognized as a terrorist group by the US, EU and Israel, have met with Russian diplomats many times before. But until recently, Israeli authorities assumed that Moscow's real influence was extremely limited.

    Hamas (Islamic Resistance Movement) was only formed in 1987 as a branch of the international Muslim Brotherhood movement (with which it formally severed ties in 2017). But previously, the Soviet Union actually supported militants who used similar methods and set the same goal - the destruction of the state of Israel.

    Before perestroika (1986-1991), the USSR's attitude to the Middle East conflict was simple: Israel occupied all of Palestine, and the Soviet Union supported its opponents in exile, most notably Yasser Arafat's Palestine Liberation Organization (PLO). It was important for Moscow that the PLO was dominated by left-wing politicians.

    The USSR has not had diplomatic relations with Israel since 1967. The countries maintained only informal contacts: in particular, through the former Pravda correspondent in the Middle East, orientalist Yevgeny Primakov. At the same time, Primakov was friends with Arafat, and the future president of the Palestinian Authority, Mahmoud Abbas, was his graduate student in his youth. In the 1980s, Primakov’s role in politics grew: he became an adviser to the General Secretary of the CPSU Central Committee, Mikhail Gorbachev, and partly determined the country’s foreign policy. Primakov, before his death in 2015, argued that Palestinian militants should be condemned for terrorism, but cannot be considered terrorists, because they act in response to “Israel’s armed actions against the civilian population of Palestine.”

    In 1991, Primakov headed the allied foreign intelligence, then the Russian one. But it was precisely at this time that events occurred in the Middle East that virtually nullified all the efforts of the USSR to support the PLO: after many years of secret negotiations in 1993, Israel and the PLO concluded a peace treaty, recognizing each other’s existence and renouncing, at least in words, violence . Russia, represented by Foreign Minister Andrei Kozyrev, also participated in the signing of the agreements, but in reality its role in the settlement process was symbolic.

    After the PLO, under the 1993 agreements, abandoned its program goal - the destruction of Israel - the Palestinian movement split into a moderate wing (led by the PLO division - the Fatah party) and many radical (including Islamist) organizations, the strongest of which became Hamas.

    Fatah (“Palestine National Liberation Movement”) is the heirs of Yasser Arafat, the largest and most influential faction in the Palestine Liberation Organization. She officially abandoned the terrorist struggle in 1993, after reconciliation with Israel. No country, not even Israel, considers Fatah a terrorist organization anymore. The movement has the greatest legitimacy for the rest of the world - but not for all Palestinians.

    Unlike the secular Fatah, Hamas is a radical Islamist organization that consistently advocates armed struggle against Israel. It basically denies Israel the right to exist.

    This position continues to enjoy the support of a significant portion of Palestinians. In 2005, Hamas created a political party called “Change and Reform”, and already in 2006 it won elections to the Palestinian National Assembly, beating the previously ruling Fatah by 4% of the votes.

    After losing the elections, Fatah representatives refused to enter into a coalition with the winners, and one of the Hamas leaders, Ismail Haniyeh, became the new head of government - which immediately led to an international embargo and sanctions against the new Palestinian government. Bloody clashes began between members of Hamas and Fatah, who did not want to give up power. An attempt to negotiate the formation of a government of national unity ended in a short but intense civil war in June 2007. Fatah established itself in one part of Palestine - on the west bank of the Jordan River, but lost in Gaza and was finally expelled from the sector, over which Hamas gained full control.

    Since then, various parties, including Russia, the United States and Egypt, have attempted to act as arbitrators between the warring Palestinian factions.

     

    Relations between Russia and Hamas warmed sharply after the movement's victory in the elections to the Palestinian Authority parliament in January 2006. Already on January 31, at his annual press conference, President Vladimir Putin, answering a question from an Al-Jazeera TV channel correspondent, recalled that Russia has never recognized Hamas as a terrorist organization. However, he made a reservation that this does not mean that “we approve and support everything that Hamas does.” And since, after winning the elections, this movement moved from the radical opposition to the category of legitimately elected government, they must be taken into account as a real political force, Putin explained.

    This was quite consistent with what Yevgeny Primakov repeated for a long time. Speaking in August 2006 at a meeting of the Strategic Vision Group “Russia - Islamic World” in Kazan, Primakov said that he considers Hamas not a terrorist, but a charitable organization (although he mentioned that it has a military wing involved in terrorist attacks) that came to power as a result of the will of the people.

    A number of Russian citizens—or rather, female citizens—live in Gaza,” Marianna Belenkaya, an Arabist, columnist for the newspaper Kommersant, and editor of the telegram channel about Middle Eastern politics “Falafel”, explains to Meduza, “so Russian diplomats go to provide them with consular and other assistance from Ramallah to Gaza. And such visits, says Belenkaya, are impossible without communication with Hamas. In addition, the Russian cultural center “Kalinka” operates in Gaza, which is patronized by the Rossotrudnichestvo subordinate to the Russian Ministry of Foreign Affairs under the leadership of Yevgeny Primakov-grandson.

    At the same time, Russia has established official relations with the Palestinian National Authority, that is, with the Fatah organization, the worst enemies of Hamas. Hamas, unlike its opponents, does not have its own representative office in Moscow. The Russian diplomatic mission in Palestine is only in Ramallah, in the West Bank.

    Since 2006, regular meetings have been held with members of the senior leadership (politburo) of Hamas at the level of the Ministry of Foreign Affairs. The first time the head of the Hamas Politburo Khaled Mashaal came to Moscow on an official visit was almost immediately after the movement’s victory in the Palestinian elections - in March 2006. In an interview with the government’s Rossiyskaya Gazeta, he did not hide his joy that the movement had finally managed to achieve international legitimacy: “We were always convinced that the day would come when we could calmly come to the capitals of the world. And they were sure that this would happen after the victory of Hamas. But when exactly this would happen, of course, none of us knew. And especially since it will happen so quickly.”

    In 2010, Russian President Dmitry Medvedev met with Khaled Mashal.

     

    With its return to the number of key mediators in the Palestinian-Israeli negotiations, nothing has worked out for Russia so far either. In 2020, US President Donald Trump proposed his plan for a Middle East settlement and became a mediator between Israel and several Arab states. Both Hamas and the official authorities of the Palestinian Authority (that is, Fatah) were extremely angry with the American plan - in their opinion, unacceptably pro-Israeli. Hamas never agreed to the deal, which offered it virtually tacit recognition of Israel and an end to the war in exchange for easing the blockade of Gaza.

    In such conditions, Palestinian politicians considered Moscow as a counterweight to the United States, hoping that it would be able to change the agenda of the negotiations, writes Al-Monitor, an English-language publication on Middle East politics. But the Israeli authorities are secretly very unhappy with Russia’s contacts with Hamas, journalist and political analyst Nadav Eyal explains to Meduza. It is only because Israel and Russia have many common interests that Israeli officials do not publicly criticize these visits. At the same time, according to Eyal, Israel also understands that Russia does not have any real influence on the leadership of Hamas, but is only trying to integrate into Middle East politics in all areas of the conflict.

    Since the Israeli authorities still need some kind of intermediary for communications with the movement, this role is usually played not by Russia, but by Egypt. When Khaled Meshal (head of the Hamas politburo) goes to negotiate with Russian diplomat Mikhail Bogdanov in Qatar, another country with real influence over Hamas, he crosses the only border crossing from Gaza to Egypt. All cargo destined for Gaza, including smuggled weapons, passes through the same border. The already mentioned 2017 agreement between Fatah and Hamas was signed in Cairo. It is Egypt, not Russia, that has real influence in the Gaza Strip.

    The Defence Secretary of Great Britain, Grant Shapps, visited one of the training facilities of the United Kingdom, where the Ukrainian military is being trained as part of the "INTERFLEX" operation.
    General Sir Patrick Sanders, Chief of the General Staff and other senior personnel of the HM Armed Forces participated in the visit.
    Grant Shapps spoke with Commander of INTERFLEX Colonel James Thurstan, as well as with the representative of Ukraine Major Serhii Mahlovanyi, the deputy head of the administrative group of this training operation.
    The Defence Secretary and Chief of the General Staff, General Sir Patrick Sanders, met the British soldiers at the centre of the UK-led training programme which has trained more than 26,500 Ukrainian recruits to date. He heard their inspiring stories and observed the world-leading training.
    The Secretary inspected the exhibited weapons. Half of the exposition were samples of weapons that Great Britain provided to Ukraine in aid. Following General Sanders brief, Minister Shapps told reporters that Great Britain will expand its training program for the Ukrainian military.
