The Deputy Minister added that it is very difficult to reveal the facts of sexual crimes, because they are latent.

“Victims are not always ready to talk about it, to tell what they have experienced,” said Ekaterina Pavlichenko.

Pavlichenko noted that in order to identify and investigate sexual crimes against the civilian population in the de-occupied territories, the work of specialized police groups was introduced. They include specialists who have previously worked with the topic of domestic violence, juvenile police officers, investigators, prosecutors and psychologists.

"Such groups are already working in the de-occupied territories of Kyiv, Chernihiv, Sumy, Kharkiv, Donetsk and Kherson regions," Kateryna Pavlichenko said.

She added that these groups are working on the territory after its de-occupation for two to three months.

"Among those criminal proceedings that have already been recorded by law enforcement agencies, in particular the police, there are gang rapes and rapes of minors. All these facts are included in the ERDR and are being investigated in order to establish more complete information about these circumstances," Pavlichenko said.

The enemy is trying to hold the temporarily captured territories, is concentrating its efforts on restraining the actions of the Defense Forces in certain directions, and is not abandoning attempts to conduct offensive actions in the Bakhmut and Avdiiv directions.
Over the past day, units of the Defense Forces repelled the attacks of the occupiers in the areas of Vodyane, Kamianka and Nevelske settlements of the Donetsk region.
The enemy is shelling the positions of our troops along the contact line, carrying out fortification equipment of positions in certain directions and conducting aerial reconnaissance. State support for Ukrainian industry does not match the scale of losses

Under the conditions of the war, the Ukrainian government is constantly expanding credit and grant programs, but their volumes are minimal and do not correspond to the size of industrial losses from hostilities. In addition, now the government is mainly focusing on supporting the agro-industrial complex and agricultural exports, rather than industry, at a time when it is in serious need of support.

"According to the Kyiv School of Economics (KSE), direct losses of assets of enterprises and industry in monetary terms as of September 1, 2022 amounted to $9.9 billion, or 7.8% of the total $127 billion. It is also necessary to have a separate program for industrial producers with large lending limits, because at present, agricultural and trading companies, including importers, dominate in the structure of available loans.

Among the priorities of the state now should be the introduction of programs that will stimulate exports, the introduction of insurance guarantees for investors, the development of a regulatory framework for the operation of industrial parks, as well as paying attention to public procurement.
