«But most of all, thank you for your leadership, for your strong, personal commitment to the transatlantic bond, to Europe and North America standing together. And let me also thank the U.S. Congress and the people of America for the strong support to Ukraine. And you just made a new announcement of additional U.S. support, and that is something which is very much welcomed. European Allies and Canada are also doing their part, with tens of billions in military and economic support for Ukraine.» — stressed NATO Secretary General Jens Stoltenberg on bilateral meeting with the President of the United States Joe Biden at the White House on Tuesday (13 June 2023) to prepare for next month’s NATO Summit in Vilnius.
The Secretary General said that at the NATO Summit in Vilnius next month, Allies will step up support to Ukraine for the long haul and further strengthen deterrence and defence. This will include a new and more ambitious defence investment pledge with 2 percent of GDP as a floor, not a ceiling.
While in Washington, the Secretary General met separately with Secretary of State Antony Blinken. Earlier on Tuesday, he also met Senate Minority Leader Senator Mitch McConnell and a number of other US Senators.

Stormtroopers from the Russian "Storm-Z" units rob their own units and disappear in an "unknown direction".

In the temporarily occupied territories of the Luhansk region, there is a significant increase in attempts to sell military property by servicemen of the occupying army.
Most of them are recruits of the recently created storm-z assault units, who flee from their units along with small arms. Given the failure to receive the salary promised under the contract, the "stormtroopers" compensate for the "losses" by seizing trucks from their units, which they fill with government property - auto parts, tires and fuel. Then they try to sell the property in the nearest settlements and leave in an "unknown direction".
Desertion is becoming more active in the regular units of the occupation army. This was influenced by both the intensification of hostilities and heavy casualties, as well as the recent cancellation of vacations for military personnel deployed in Ukraine.
In particular, 90 armed occupiers fled from their positions near the village of Arapivka, Svativ district, Luhansk region.

Ukraine may win the war, but lose its chance afterwards - The Times

Whatever happens on the battlefield in the coming weeks and months, it is clear that Russia has failed in its primary military objectives: to decapitate Ukraine and force it into a geopolitical slave.

But the question remains, will the great sacrifices of Ukrainians be rewarded with the security, prosperity and freedom they seek when the hostilities cease? Journalist Edward Lucas reflects on this in an article for The Times.
https://www.thetimes.co.uk/article/ukraine-may-win-the-war-but-lose-the-peace-2f9ntt7kn

Here, in his opinion, there are two dangers. One of them is future Russian aggression. No matter what the post-war Kremlin says or does, no one will consider any peace to be permanent.

"A grueling war, the price of which will be high." How the West assesses Ukraine's offensive

However, the United States and Germany do not want to give Ukraine a full security guarantee, membership in NATO. The summit of the alliance in Vilnius next month, most likely, will bring solemn promises, not an entrance ticket, the publication notes.

The commitments offered by the Biden administration, perhaps along the lines of America's defense ties with Taiwan and Israel, sound good, but they could be undermined by a change in power after the next US presidential election and distractions from China.

Another risk is that the post-war reconstruction of Ukraine will be mired in corruption. The country has been struggling with weak institutions and greedy officials since 1991, with only spasmodic and belated successes.

Ukrainians paid a terrible price for this. From approximately the same starting point in 1990, Poland has become almost three times richer than Ukraine by 2021. Estonia, probably the most efficient country to emerge from the communist disaster, roughly quintupled its per capita income over the same period.

Private investors will need substantial guarantees (and favorable terms such as subsidized insurance) before they will invest. Therefore, the main contribution will fall on state and multilateral institutions.

As international donors and lenders will provide huge sums of money at political prompting and do so quickly, the opportunities for kickbacks and bribery will be enormous.

The commanders of the Russian occupation troops, who are in the Lugansk region, received an order in case of retreat to leave "scorched" land behind them. Such an instruction was received by the leaders of enemy units near Svatovo, Kremennaya, Rubezhnoye and Shchastya.

"There is a very interesting phenomenon. Last week, the commanders of Russian troops near Svatovo, Kremennaya, Rubezhnoye, Shchastya received an unusual order for this bridgehead. The order that in case of retreat they should leave behind "scorched" land - to destroy virtually all objects infrastructure. Wastewater treatment plants, substations, hydroelectric stations, dams - completely destroy all civilian infrastructure that will be left during the retreat, "explained Alexander Kovalenko, military-political observer of the Information Resistance group, on the air of Espresso.

The expert noted that the fact why it was in the Lugansk region that the occupiers were the first to receive this order raises questions. However, this means that the Russian Federation is seriously considering a possible retreat.

“I don’t know what the plans of the General Staff of the Armed Forces of Ukraine are. If there is such an order, then the Russian command realistically considers the possibility of retreat from certain locations. We understand what events this can happen in connection with,” Kovalenko said.

Hungary keeps Ukrainian prisoners of war in isolation - MFA of Ukraine

Attempts to establish a constructive dialogue with the Hungarian authorities are ignored by official diplomatic channels.

All attempts by Ukrainian diplomats over the past few days to establish direct contact with Ukrainian citizens who have been returned from Russian captivity by Hungary have not been successful.

This was announced on Facebook by the speaker of the Ministry of Foreign Affairs of Ukraine Oleg Nikolenko.

He notes that everything is being done to return home eleven Ukrainian prisoners of war, whom Hungary, without the knowledge of the Ukrainian government or international human rights organizations, took out of Russia.

Nikolenko noted that the information received from the relatives of some of the prisoners of war indicates that the assurances of the Hungarian authorities about the allegedly free status of Ukrainian defenders in Hungary "do not correspond to reality."

"In fact, they are kept in isolation, do not have access to open sources of information, their communication with relatives takes place in the presence of third parties, they are denied contact with the Ukrainian embassy," the speaker of the Ukrainian Foreign Ministry stressed.

He stressed that the attempts of the Ukrainian side to establish a constructive dialogue with the Hungarian authorities through official diplomatic channels are being ignored.

At the same time, he emphasized that such actions of Budapest cast doubt on the humanitarian motives declared by him for the export of Ukrainians to Hungary and may be qualified as a violation of the provisions of the European Convention for the Protection of Human Rights and Fundamental Freedoms.

The Ukrainian Foreign Ministry once again appealed to the Hungarian side with a demand to immediately allow the Ukrainian consul to the Ukrainian prisoners of war, so that he could assess their physical and psychological condition, tell them about their rights, and provide urgent consular assistance.

Nikolenko stressed that Ukraine is waiting for the return of our defenders and is ready to provide them with maximum assistance in reuniting with their families and providing the necessary rehabilitation.

At the same time, the Delfi publication reports that the situation with Ukrainian prisoners of war was commented on in the EU. In particular, European Commission spokesman Peter Stano said that Hungary should explain its role in this scandal.

"As for Hungary, its authorities should explain the details and their participation in the release of Ukrainian citizens held by Russia as prisoners of war, as well as Hungary's communication on this issue with the Ukrainian authorities," Stano said.

Ukrainian prisoners in Hungary - what is known

As UNIAN reported earlier, 11 Ukrainian servicemen are still in Hungary.

Ivan Angelin, adviser authorized for missing persons under special circumstances, noted that servicemen will be considered missing until they return to Ukraine. According to him, it is not clear on what basis and under what conditions they are kept in Hungary.

On June 8, information appeared on the website of the Russian Orthodox Church about the transfer of a group of Ukrainian prisoners of war to Hungary by Russia. Hungarian Deputy Prime Minister Zsolt Semjen announced that it was about 11 people whom Russia handed over to Budapest and who are now being held in Hungary. The names of our military and the route of their movement to Hungary were established.

Oleg Kotenko, the Commissioner for Missing Persons under Special Circumstances, said that seven or eight Ukrainian prisoners of war from those who ended up in Hungary were considered missing.

In Rush to Arm Ukraine, Weapons Are Bought but Not Delivered, or Too Broken to Use

Some of the weapons sent to Ukraine by other countries have been unusable, and hundreds of millions of dollars in contracts paid up front have yet to be fulfilled.

https://www.nytimes.com/2023/06/19/world/europe/ukraine-weapons-howitzers-contracts.html

Ukraine has paid contractors hundreds of millions of dollars for weapons that have not been delivered, and some of the much-publicized arms donated by its allies have been so decrepit that they were deemed fit only to be cannibalized for spare parts.

Ukrainian government documents show that as of the end of last year, Kyiv had paid arms suppliers more than $800 million since the Russian invasion in February 2022 for contracts that went completely or partly unfulfilled.

Two people involved in Ukraine’s arms purchasing said that some of the missing weapons had eventually been delivered, and that in other cases brokers had refunded the money. But as of early this spring, hundreds of millions of dollars had been paid — including to state-owned companies — for arms never materialized, one of these people said.

“We did have cases where we paid money and we didn’t receive,” Volodymyr Havrylov, a deputy defense minister working on arms procurement, said in a recent interview. He said the government this year had begun analyzing its past purchases and excluding problematic contractors.

Problems are inevitable in an arms-acquisition frenzy the size of Ukraine’s. Since Russia invaded last year, Western allies have sent Ukraine tens of billions of dollars worth of weapons. As of last week, the United States alone had committed about $40 billion worth of military aid (and more in financial and humanitarian assistance), and European allies have also contributed tens of billions. In addition, Ukraine has spent billions of dollars of its own on the private arms market.

#AFU are grateful for #US support and assistance
Secretary of Defense Lloyd J. Austin III and Joint Chiefs of Staff Chairman General Mark A. Milley Hold Press Conference Following Ukraine Defense Contact Group Meeting, Brussels, Belgium, June 15, 2023
For 16 months, the international community has stood together in defense of the rules-based international order. This coalition's commitment at this 13th meeting of the Ukrainian Defense Contact Group demonstrates our unwavering dedication to the ideals of sovereignty and self-determination.
But first, let me thank Secretary Austin for his steadfast leadership in fostering this global coalition. From the first meeting to the 13th today, without his leadership, these would not be happening. And thank you also to the ministers and chiefs of defense from some-50 nations that joined us today.
To Ukrainian Minister of Defense Reznikov, my counterpart, General Zaluzhnyi, who is not here today but I did have a chance to talk to him the other day, and his representative, General Moisiuk, who was here, thank you for your unflinching resolve and determination in the face of immense adversity and thank you also for the incredible bravery of the Ukrainian people.
We stand here today not simply as a group of nations but as a united front standing for the values that are much larger than ourselves. We stand for the bedrock principles of national sovereignty and liberty, principles that Russia's illegal and unprovoked invasion of Ukraine clearly undermine.
Putin's war of choice is not just a transgression against Ukraine, it is literally a frontal assault on the very international order that guarantees peace, prosperity and freedom to all nations. The brave Ukrainian people continue to demonstrate their spirit of resilience, fighting relentlessly to reclaim their homeland from Russian occupation. Each day, the Ukrainians fight not just with steel and weapons but the iron will of their spirit.
I can tell you that each day, the Ukrainians demonstrate the courage and tenacity needed to methodically regain their territory.
We have said before that war is dynamic, it is a contest of wills. As the Secretary just said, it's uncertain, it's violent, and as always, has high costs. But we can be sure that Ukrainian bravery, competency and preparedness will carry the day. We can be confident that this contact group has given Ukraine the tools that it needs to succeed.
And we know that the will of the Ukrainian people will continue to resonate far beyond their borders. In fact, it will resonate throughout the globe. Their actions echo the voices of all people who cherish freedom and the rights to determine their own fate against tyranny. Our assistance to Ukraine supports their cause to remain free and independent. It represents our commitment to what binds us as nations operating within the rules-based international order.
We have and we will continue to offer wide-ranging support, from providing sophisticated combined arms capabilities to intelligence to training of Ukrainian forces to be more effective on the battlefield. Through a global effort, more than 6,000 Ukrainians are being trained right now at 40 different locations -- training locations in 65 courses in 33 nations on three continents. That is all happening right now, today.
Since the beginning of the war, the United States has trained over 11,000 Ukrainians in combined arms maneuver and staff training. The U.S. training effort has created maneuver battalions, operators that are fighting in those machines right now, along with their combined arms staffs.
Last week, the United States released another Ukrainian Security Assistance Initiative package totaling several billion dollars, $2 billion. This package procures critical capabilities, including Patriot munitions, HAWK air defense systems, artillery rocket munitions, maintenance and sustainment support, and much more.
Additionally this week, we released our latest drawdown package of $325 million. From our current stocks, we are providing Ukraine air defense munitions, GMLRS, long-range artillery, artillery rounds, 155, Bradley, Strykers, and many other capabilities.
Over the past year, we have seen the strength of Ukraine because of the international coalition and the impact of our collective support, along with the courage of the Ukrainian people. We see Ukrainian forces displaying exceptional skill in operating complex systems, like Patriot, armored vehicles and HIMARS. We see Ukrainians effectively leveraging anti-armor weapons, advanced munitions and sophisticated air defense systems.
Our commitment to Ukraine extends far beyond the here and the now. It is not defined by time or convenience but it is defined by the principles of democracy, freedom and the international rule of law. It is a pledge that upholds the international order to ensure that every nation, big or small, can live in peace, enjoying its rightful sovereignty without fear of unprovoked aggression.
As the President of the United States and Secretary of Defense Austin have consistently stated over and over again, the United States remains committed to supporting Ukraine for as long as it takes. We will continue to provide Ukraine with the means to fight until Russia ends this unprovoked aggression.

In the afternoon of June 22, the Ukrainian president, citing intelligence and the SBU, announced that Russia was preparing to blow up the Zaporizhzhya NPP.
A day earlier, Kyrylo Budanov, the head of the State Hydroelectric Power Plant, spoke about the mining of the NPP, namely, the station's cooling pond.

If an accident occurs at the ZNPP, it will affect approximately 1 billion people and 40 countries.

expert, former head of the State Nuclear Regulatory Inspection of Ukraine Hryhoriy Plachkov said that according to his calculations, if an accident occurs at the ZNPP, it will affect approximately 1 billion people and 40 countries.

At the beginning of September 2022, scientists of the Ukridrometocenter simulated a conditional explosion at the Zaporizhzhia NPP. After tracking where the wind was blowing at that moment, scientists gave a disappointing forecast. Yes, the radiation would immediately touch the south of Ukraine, namely Kherson Oblast and Zaporizhzhia. Then it would cover the entire territory of Crimea, and then through the Black Sea it would move through the southwestern territory of the planet. Radiation would affect at least five countries at once: Turkey, Greece, Bulgaria, Moldova and Romania.

Israel does not want to transfer its weapons to Ukraine for two reasons, directly related to Russia and Iran. This was stated by Israeli Prime Minister Benjamin Netanyahu in an interview with The Jerusalem Post.

He noted that in matters of military assistance to Ukraine, Israel is initially in a special situation, which differs from the position of Poland, Germany, France and other partner countries of Ukraine.

"We have a tight military 'border' with Russia. Our pilots fly alongside Russian pilots in the skies of Syria. And I think it's important that we maintain our freedom of action against Iran's attempts to establish military positions on our northern border," Netanyahu explains.
